The Election Reform Network, in conjunction with the NAACP State Conference, filed suit Thursday, 12 days before the November 4 election, to require that Pennsylvania expand the use of emergency paper ballots to combat long lines on election day.

The complaint states it seeks to head off a "perfect storm" of likely unprecedented voter turnout and a history of electronic voting machine failures across the state that "unquestionably will result in the disenfranchisement of substantial numbers of citizens."
